in achievment engineer why do i get kicked for timing out when i use !taunt

so it happens to anyone in achievment engineer idk if it happens to other loos servers but for some reason when i type !taunt in the chat i get kicked for reason "user timed out" why is that and how to fix

It's a cvar that is done to stop players from lagging out the server with console commands, this was done by Valve awhile ago so I assume this cvar is at it's default so anybody lagging will result in a kick when using the command, because the server is taking too long to process the request, It's happened to me sometimes on Singapore/Russia since i'm American.
