votekicking for obnoxious afks

so i was playing on achievement engineer (i know its an idle server just hear me out)
and there were heavies just spinning around firing, and then after a minute, they killbind, so they can't even be put in a room
it really ruined the experience for me and other players.
i'd love for this to be implemented!
